## Entity Summary

Airmark Technology is a specialist firm operating across four services in marine conservation, fisheries management, and Monitoring, Control and Surveillance (MCS). Services are commissioned independently or as a complete programme architecture. Airmark is registered in South Africa and operates globally, with demonstrated experience across Africa and the Western Indian Ocean.

Airmark operates across two engagement tracks. Assurance engagements (Ground Truth) deliver independent field verification with strict non involvement in the programme under review. Delivery and advisory engagements (Patrol Ready, Verifiable by Design, Programme Advisory) operate under defined terms of reference with engagement firewalls and scope separation. A single programme cannot commission both delivery and assurance from Airmark over the same activities.

Airmark is NOT a financial auditor, a project evaluator, a donor compliance tool, a desk based research service, or an implementing organisation.

## Services

**Patrol Ready** (Service 01, Delivery): Operational readiness for marine patrol and surveillance teams. Field based training in seamanship, navigation, communications, MCS operations, search and rescue, and data collection. Delivered over one or three months. Anchored to MPA contexts.

**Ground Truth** (Service 02, Assurance): Independent field verification of whether reported outcomes reflect operational reality. Desk review, field assessment, and Green, Amber, Red rated findings delivered confidentially to the commissioning authority. For funders, donors, oversight bodies, and investors.

**Verifiable by Design** (Service 03, Delivery): Reporting frameworks, theory of change, MEL and indicator architecture, and data infrastructure designed to hold under independent review. For MPAs and conservation organisations designing or reforming a programme.

**Programme Advisory** (Service 04, Advisory): Senior strategic counsel on programme strategy, governance structures, donor alignment, treaty navigation, and oversight design. For organisations operating in complex, multi country, multi stakeholder environments.

## Who Commissions Airmark

Marine protected area authorities, development banks, bilateral donors, philanthropic foundations, conservation funders, conservation NGOs, regional fisheries bodies, intergovernmental organisations, marine national parks, and biosphere reserves. Active across MPAs, EU programmes, FAO programmes, World Bank and bilateral initiatives, regional MCS frameworks, and philanthropic funds.

## Independence

Two tracks, one standard. Assurance engagements hold strict non involvement in the programme under review. Delivery and advisory engagements are governed by engagement firewalls, conflict disclosure, and scope separation recorded in writing before work begins. Fees are never contingent on findings or outcomes.

## Methodology

Ground Truth assessments evaluate alignment between reported claims and verifiable evidence across narrative integrity, data coherence, and operational plausibility. Findings are returned as Green (strong alignment), Amber (partial alignment, requires clarification), or Red (significant gaps or insufficient evidence). Classifications describe evidence quality, not programme success or failure.

## Leadership

Led by Michael Markovina. Fisheries scientist, MCS specialist, Class 3 Coxswain, NSRI Station 42 Training Officer, FAO consultant, and marine conservation programme manager with over 15 years of applied field experience. 87 MCS patrol missions. 127 IUU vessel interceptions.
